October 27, 2015 - Update

Cumberland Valley School District both attracts and retains families who believe in the value of an outstanding public education for their children. For that, we are very proud. And as a result, CV has experienced unprecedented enrollment, which has necessitated the construction of two new buildings and the need for a district-wide redistribution of students to efficiently utilize space.
On Monday, October 26, the Redistribution Committee of the Board of School Directors heard an administrative presentation for a district-wide redrawing of school attendance areas. The recommendation calls for a two-phased approach to student redistribution.
“If you look just a little beyond the stress of this change, what’s not to celebrate?,” said Dr. Frederick S. Withum III, Superintendent of Schools. “We are on the verge of accomplishing something truly amazing … smaller class sizes, better learning environments, a new 120-acre campus with room for future growth, two new schools, and a continued commitment to excellence that makes CV, CV.”
Last spring, District administration – using sophisticated software – began to model and remodel a variety of attendance areas in efforts to seek a plan that best met 10 established criteria for equity, educational effectiveness, and efficiency of operations. Dr. Withum said the October 26 model “has the data behind it to demonstrate it is the plan that best meets these 10 stated goals.”
The first phase of the proposed plan will address an immediate need – continually-increasing enrollment at Silver Spring Elementary School – while Phase II will redraw attendance areas across the entire district to both fill the new elementary school and to equalize class sizes at both the elementary and middle school levels.
(Please see below for Phase I and Phase II details.)
Upon the opening of an additional elementary school and new middle school – and upon the completion of a district-wide redistribution of students as presented in the plan – each school will have available capacity for added enrollment and, as much as possible, will reflect the demographics of Cumberland Valley High School. In addition, the average bus ride and/or average distance that a student travels should not increase markedly or exceed current maximum ride times or distances.
Questions or comments regarding the proposal may be directed to Please note that, unless an individual response is necessitated, questions or comments received at this email address will be used to compile a Frequently Asked Questions list. Additionally, the Redistribution Committee will meet again at 7 p.m. on Nov. 2 in the cafeteria at Eagle View Middle School.
Phase I (specific neighborhoods listed on Appendix A: Summary by Neighborhood in the presentation)

  • Effective date: Start of 2017-2018 school year
  • Who: Silver Spring Elementary School (identified neighborhoods) to Monroe Elementary School
Phase II (specific neighborhoods listed on Appendix A: Summary by Neighborhood in the presentation)
  • Effective date: Start of 2018-2019 school year
  • Who: District-wide redistribution spread across existing elementary and middle schools, and into the newly constructed elementary school.
